Germantown was a town that was 1/2 mile from Warm Springs in Bath County, Virginia. J.E. Payne had a store that sold "dry goods, notions, clothing, hats, shoes, harware, groceries, etc.", and also had a full line of drugs. 1
So this wasn't strictly a drug store, but it did sell drugs.

I beleive the proprietor was James Edward Payne (1843-1925)2, as he appears in the US Census as a merchant in Bath County in the US Census from 1870-1920.
So it appears his store was around from on-or-before 1870 until the 1920s.
