Notes:
I did a quick search & couldn't find a druggist with the last name "Thomas" and a drug store with "4th ward" in it. But I did find 2 druggists named "Thomas" in 1886 & 1888 directories:
  John W. Thomas Jr @ 268 Bute, Norfolk VA
  J. Wesley Thomas @ 473 Church, Norfolk VA
My guess is that one of those 2 druggists was the owner of this bottle.
