Arctic bottling works does not show up in any Washington DC city directory. The bottle shown below is the only known variation from this company, so it was probably very short-lived. There was an "Arctic Bottling Works" in Clarksburg West Virginia circa 1920 - but I don't know if this bottle is related to that company.
